Venezuelan President Hugo Chavez designates Jorge Giordani as new planning minister

easybourse.com: Venezuelan President Hugo Chavez said Friday that he has designated a new planning minister and promised to announce new cabinet changes in coming days. "I'm going to announce some cabinet changes soon," Chavez said in televised remarks moments before announcing that Jorge Giordani, an old-guard leftist and architect of the president's socialist project, will return as planning minister. Giordani has served as a planning minister for most of Chavez' 10 years in office.

Chavez' move appears to signal another round of routine ministerial changes that have become a fixture of his term. Giordani took up the role of Chavez' key economic advisor years before the leftist leader became president in early 1999. Known as a devoted Marxist, Giordani took up the post of planning minister as soon as Chavez took power and has left the post only twice during the decade-long stretch. He first left for a year starting in 2002, after an opposition-led attempt to remove Chavez from office. The president brought him back a year later, however, as he grappled with the aftermath of a three-month-long oil strike.

  • Last January, Chavez once again removed Giordani and named Haiman El-Troudi, a then 37-year-old engineer, to handle the planning ministry job. Chavez gave no reasons for replacing El-Troudi.

Giordani returns as the administration gets ready to announce a host of economic measures meant to help Chavez' government survive tough economic times.  Prices for Venezuelan crude have plummetted to $36.80 a barrel from record highs last summer, and remain far below the $60-a-barrel needed to finance the state's 2009 budget plan. Other changes are also in store. Rumors have Finance Minister Ali Rodriguez leaving his post soon. Chavez is also expected to name a new central bank president, since the previous one passed away a few months ago. Two central bank board members are also due for retirement.
